 I talked to Albert Ettinger on an environment issue here in Illinois a couple years ago. So far so good, Triumph Foods hasn&#039;t come yet.
 Recently the city of East Moline IL. annexed in 2200 acres most of it wetlands in a hundred year flood plain on the Rock River for industrial use. I was wondering if there is some criteria a city has to follow when they annex in wetlands?
