Transportation Policy Advocate

The Environmental Law and Policy Center (ELPC) seeks to hire a dedicated Transportation Policy Advocate with 5+ years of professional experience for a full-time position in our Chicago, Columbus, Des Moines or Madison offices. This Policy Advocate will work to:  (1) Promote environmentally sustainable transportation policies and projects in the Midwest states; (2) Advocate and provide policy and economic analysis on development of the Midwest High-Speed Rail Network; and (3) Engage on federal transportation legislation and policy reform initiatives.  

ORGANIZATION:  ELPC is the Midwest’s/Great Plains’ leading public interest environmental legal advocacy and eco-business innovation organization.  ELPC is headquartered in Chicago and has additional offices and staff in Columbus, Ohio; Des Moines, Iowa; Jamestown, North Dakota; Sioux Falls, South Dakota; and Madison, Wisconsin.  ELPC’s major program areas include: promoting clean energy development strategies that solve global warming problems and reduce environmental degradation by encouraging renewable energy development and energy efficiency implementation alternatives to conventional power plants; promoting innovative transportation approaches that will lead to cleaner air and more jobs; and protecting and preserving critical natural resources and improving the quality of life in our communities. One of ELPC’s premises is that environmental progress and economic development can be achieved together.  ELPC’s multidisciplinary professional staff includes 40 attorneys, M.B.A.s, public policy advocates and communications specialists. ELPC was established in 1993 and has an annual budget of $6 million. 

RESPONSIBILITIES:   The policy advocate will work with other members of ELPC’s Transportation Reform Project team to promote environmentally sustainable transportation policies and projects in the Midwest and nationally.  Responsibilities include policy advocacy and policy research and development in support of the Midwest High-Speed Rail Network and other statewide, regional, and national transportation reform policies and projects. This position requires travel throughout the Midwest and to Washington D.C.  Work effectively with multidisciplinary ELPC project teams including public interest attorneys, policy advocates, M.B.A.s, communications specialists, and organizers.

QUALIFICATIONS:  At least five years of professional experience and policy-economic knowledge in the transportation or environmental fields.  Advanced degree preferred.  Substantive knowledge in transportation, energy and environmental policy and economics.  Strong academic record and excellent speaking and analytical skills. Self-starter and should understand and enjoy multifaceted public policy strategic advocacy that involves legal, legislative, policy analysis, media and organizing advocacy approaches.  An inspired and demonstrated commitment to public interest advocacy and the ability to work productively as a member of a team of skilled professionals is required.

SALARY:  Commensurate with experience and with ELPC’s salary structure that is competitive with other large public interest environmental organizations.  Excellent benefits provided.

    The majority of my experience deals with sustainable and comprehensive economic development. Academically I have done a lot of research concerning policy analysis and impact. I am very interested in this position because I have touched on transportation issues in my research but would like more in depth experience. Would you consider an applicant who has experience in economic development but not specifically transportation?
