Clean & Equitable Transportation Act Factsheets

The Illinois Clean Jobs Coalition is proposing a nation-leading package of comprehensive transportation and jobs bills to reduce emissions and increase access.

ELPC is a proud member of the Illinois Clean Jobs Coalition (ICJC). The coalition is made up of hundreds of environmental advocacy organizations, businesses, community leaders, consumer advocates, transportation advocates, environmental justice groups, and faith-based and student organizations. We work together to improve public health and the environment, protect consumers, and create equitable, clean jobs across the state.

After passing the ground-breaking Climate and Equitable Jobs Act in 2021, the coalition has continued to work towards full implementation and new platform proposals, including the urgent need to address transportation in Illinois.

The Problem

Transportation is the largest source of greenhouse gas (GHG) emissions in Illinois. The harm from vehicle pollution goes beyond GHGs, and vehicle electrification alone cannot address all the dangers, particularly the negative impacts on low-income individuals and vulnerable road users.

The Path

The Climate & Equitable Transportation Act is a nation-leading package of comprehensive transportation and jobs bills from the Illinois Clean Jobs Coalition. These bills work together to direct state transportation investments to reduce pollution, implement long-overdue reforms, and increase access, affordability, safety, and reliability in Illinois’ transportation sector. The three-pronged approach includes:

  • Transportation Choices Act: Establishes targets to reduce sector-wide emissions from the transportation sector to be 100% carbon-free by 2050 and aligns state spending to support clean and equitable transportation.
  • Metropolitan Mobility Authority Act: Implements long overdue transit funding, service, and governance reforms to establish a unified regional agency capable of delivering the safe, reliable, and frequent transit system riders deserve.
  • Zero-Emissions Vehicles Act: Establishes standards that increase the availability and reliability of zero-emission vehicles, move our public fleets to zero emissions, and increase the build-out of charging infrastructure while facilitating a race to the top for vehicle workers.
